IIICOM and associated still shows Datalayer when bookmarked

Description
THe Datalayer on V3 presents the DL when bookmarked.
Using the Rails applications implementation, this DL should not show after five minutes, or upon refresh.
What's working:
The link to the policy on the sent email does not show the datalayer - Pass
The policies retrieved via client login do not show the datalayer - Pass

The initial access to the receipt page:
Console message upon reload:
- Status changed from In Progress to QA
Add timestamp test to verify bookmarked page
- Assignee changed from George Howington to Rox McDade

This has passed my QA and can be taken live anytime once you green-light.
Time concerns were addressed:
1) I've added javascript similar to AR's to verify if the DL was already sent. This only helps when the user refreshes.
2) Since (1) only solves a refresh, I have also added a 'time test'. If the receipt page is older than 60 seconds, it will skip the datalayer logic completely.

@George I tested this both using the dev link & after making it live. It seems to be working. I would like to wait until next week to close this because up until yesterday I am still not seeing my purchases on GA4. So for some reason, the values have not been pushing. I saw two V3 sales on Feb 29 but they did not match up (or even close) with the policies I purchased. I hope you enjoyed your time off! ;)
