@George Howington @Greg Krabbenhoft I don't have the ability to assign this to Leo, but I have created a spreadsheet with all the policies purchased on July 4 that were not caught by the data layer on GA4. Of 74 policies, 46 were not found by GA4 using the data layer. I have looked through the spreadsheet and cannot find a commonality. Maybe you can review it with Leo and find out why we are not able to collect data on 62% of our policies that should include the data layer.

In the attached spreadsheet "July 4 IIICOM" tab is all policies purchased on July 4. I have highlighted in green the ones that were found on GA4. The tab "No Data Layer Policies July 4" are the ones that did not show up in Google Analytics.
